A brief history of the Laguna Niguel community of Orange County, CA: the first established “residents” of what would later become known and the Laguna Niguel housing market were Native American, and tradition says they may have possessed a village in close proximity to Aliso and Sulphur Creek. In the 1700’s, Spanish missionaries were created near the Mission San Juan in an effort to covert the Acjachemem people to Christianity. In the mid 1800’s an over 13,300 acre Rancho Niguel was transferred to Avila who inhabited the region until the mid 1800’s when a historic draught led him down the path to bankruptcy. In the late 1800’s Jena Pierre Daguerre and Lewis Moulton purchased all of the homes and real estate in Laguna NIguel and surrounding areas from farmers who were having a difficult time meeting ends financially due the on-going drought. The Moulton Company was organized to provide direct oversite of nearly 20,000 acres which was being used primarily for sheep ranching and orchards. This continued on well into the early 1900’s.
The formation of the Laguna Niguel Corporation coincided with the completion of California Highway-5 in 1959 were offered convenient access to major job portals in L.A. County, leading to rush to purchase new homes in Laguna Niguel. The owners of the Laguna Niguel Corporation initiated a plan to develop on of the State’s first master-planned communities. In 1971 The AVCO team was also a major player in the acquisition of the Laguna Niguel Corporation. The name of the city was derived a reference to the tidal lagoon that once formed the entryway into the Aliso Creek area. As the city continued to grow in strategic stages, where the residents would sign one-year leases from The Corporation, up until the time that the land was divided up until the planned communities were established. Laguna Niguel was formed so the people that owned properties in Laguna Niguel would benefit from their social and cultural interests combined with facilities within the city’s limits. This was all down to be in direct opposition of a traditional bedroom community. The City’s leaders placed a special emphasis on open green area and parks which consisted of over 30% of the land to be developed. In 1960 the Moulton Niguel Water District was formed to bring water from the Colorado Rive Aqueduct to ensure that there was a surplus of water from the local ranchers (The MNWS is still functioning today). In the early 1960’s, the Crown Valley thoroughfare was finished providing access to the new home owners from PCH to I-5.
The Laguna Niguel Homeowner’s Association was established in the mid 1960’s, solely for the purpose of being an advisory to O.C. Board of Supervisors (which oversaw the not-yet incorporated city. The “Ziggurat” was created in the city’s center, and was built for the purpose of bringing more than 6,500 jobs to the region. The Ziggurat was built before the creation of the residential community’s of Laguna Niguel. It is now home to the Department of Homeland Security and the U.S. Citizenship and immigration services. This unique building has been home to a multitude Hollywood motion pictures.
