How Laguna Niguel came into existence: the first established “residents” of what would later become "Laguna Niguel" were Native American, and tradition says they may have possessed "a village" in close proximity to Aliso and Sulphur Creek. In the 1700’s, Spanish missionaries were created near the Mission San Juan in an effort to covert the Acjachemem people to Christianity. In the mid 1800’s, the 13,300 acre Rancho Niguel was transferred to Avila who inhabited the region until the mid 1800’s when a historic drought led him down the path to bankruptcy. In the late 1800’s Jena Pierre Daguerre and Lewis Moulton purchased all of the land and real estate in Laguna NIguel, along with the surrounding areas from farmers who were experiencing financial difficulties due to the on-going drought. The Moulton Company was created to provide direct oversight of nearly 20,000 acres which was being used primarily for sheep ranching and orchards, which continued on well into the early 1900’s.
The formation of the Laguna Niguel Corporation coincided with the completion of California Highway-5 in 1959 which provided convenient access to major commerce districts across Southern California, leading to buyers scrambling in to purchase the new homes that were built in Laguna Niguel. In 1971 The AVCO team acquired the Laguna Niguel Corporation. The name of the city was derived from a reference to the tidal lagoon that once formed the entryway into the Aliso Creek area. As the city continued to grow, the residents would sign one-year leases (up until that time the land was divided up into the planned communities were established). The City’s leaders placed a special emphasis on open green area and parks which consisted of over 30% of the land to be developed. In 1960 the Moulton Niguel Water District was formed to deliver water from the Colorado Rive Aqueduct to ensure that there was a enough water for the local ranchers.
The “Ziggurat” (AKA Chet Holifield Building) was created in the city’s center, and was built for the purpose of bringing more than 6,500 jobs to the region. This unique building structure was built before the development of the of the Laguna Niguel residential market. It is now home to the Department of Homeland Security and the U.S. Citizenship and immigration services. This rare and uniquely constructed "pyramid-styled" building has been home to a multitude Hollywood motion pictures.
