With freshly-minted blueprints, the developers and home builders exploited the natural surroundings by creating newly-constructed, custom-built homes that began to surface at the highest points of Summit Drive in the 1950’s and future housing tracts and neighborhoods begun to be developed enthusiastically to the mid-1960’s – which was followed by a surge of new construction in the mid-1970’s. The on-going construction of the hyper-heated Arch Beach Heights residential market of the 1970’s was quickly discontinued, because the stately Arch Beach Heights view properties had not been zoned correctly and were being built more frequently on excessively dangerous, steep lots, without proper foundations, which could ultimately lead to massive land erosion, with little stability for the homes, which were not insurable for home-owners insurance. The street plan laid out by the engineers simply didn’t factor in the topographical dynamics of the area and, and a number streets were never developed. These were called “paper streets” and only exist on architectural diagrams. The local Fire Department quickly determined that a major catastrophe was inevitable since they could not reach these unstable properties in the event of wildfire or flood emergencies.
Once these inadequately constructed homes were brought to light, the city placed an indefinite moratorium on future home building while they contemplated the best way to handle a new problem that was not previously considered – extremely crowded conditions, with homes on top of each other. In the 1970’s, a resolution was passed that required that all of the properties that were available for sale in Arch Beach Heights to comply with a very thorough and detailed review process, that required the home owners go through a review process; owners of two adjacent lots would have to merge them into a single lots; All of the residences in Arch Beach Heights were required to have four parking spaces, two had to be covered, and the residents were now responsible to pay into a fund that oversaw the upkeep and maintenance of the neighborhood park – this stayed in effect until 1978 (previous to this, the Arch Beach Heights was completely neglected because of lack of access) when the initial fire road was built leading up to the Arch Beach Heights community.
