For example, most South Orange County cities set building codes for fire-proofing walls or plumbing systems. The government administers building codes by requiring homeowners secure a permit from the Orange County office before building a new home. After a home inspection, the Orange County inspector will issue a certificate of occupancy confirming that the home is “up to code”. This document is required at closing, so it's important that the buyer's agent ensures that the inspector files the certificate with Orange County before the final documents are signed. This is also referred to as a "resale inspection," an "occupancy permit," and a "U&O certificate."
